WMI = Windows Management Instrumentation? We do not use such a package in our WIN2k server environments.
Unfortunately, rsh requires a server process running on the server, which can only be installed by the administrative team. Are there no packages offered through CPAN/Other?

You should be able to use WMI or some form of rsh (module or cmdline)
given the right perms to access the remote computer.
