I have no experience of that stuff, I'm afraid.

You don't say what precise version of Perl you have, but if you are
going to try re-installing I would suggest using the latest version from
Activestate, i.e. build 817 (I think). The previous version (build 816)
had a few problems, but I don't recall them being related to your
difficulty.
