In a nutshell: if you're interested in taking over the module entirely, you should talk to modules at perl dot org about it. Googling KRAL's real name (available at http://search.cpan.org/~kral/) brought up a LinkedIn and a Facebook page, so you could try to get in touch with him through that, and see if he's willing to make you maintainer.
