I submitted this to ActiveState as a potential bug in the install. But it's 
a long weekend, so perhaps one of the list members can provide some quicker 
insight?

The version of ActivePython: ActivePython 2.1
The Operating System: Windows 2000
Had to rebuild a server yesterday. Bummer, but it did give me the chance to 
do a clean Python install. Normally I have several versions on each system 
:) I installed W2K Pro, IIS 5.0, SQL Server, ActiveState 2.1.0.210, and 
configured IIS for my site in that order and observed that none of my 
Python CGI scripts worked. I appears 2.1.0.210 did not properly install 
ActiveX Scripting. I uninstalled 2.1.0.210 and installed 2.0.0.203 and 
everything works fine. But I would rather have 2.1 on the new server!
