I commented out the active scaffold code in the ideas controller and created my own index method, and the application.html.erb file was still not displayed.
Answer: ActiveScaffold is not causing this. application.html.erb not get processed if there is a view for that controller under layouts. *smacks forehead* I deleted ideas.html.erb, and Viola! it works.
