How do I act on the problem described in that post in a way that fixes
the install so it doesn't time out, e.g., do you know what I need to
patch to setup a longer timeout?

I get the same error when I try the install from msysgit, e.g.,

$ ../../ruby/bin/ruby ./script/plugin install
http://github.com/activescaffold/active_scaffold.git/ -r rails-2.2  --
force

causes:

c:/InstantRailsAS/ruby/lib/ruby/1.8/timeout.rb:54:in `rbuf_fill':
execution expired (Timeout::Error)
