Read the post that starts with the paragraph:

"Well, I'm no expert, and I certainly wasn't going to learn another
language, so I decided to do some tests because this was a problem for
me too."

Note that the code that needs to be modified is part of the underlying
Ruby install, and has nothing to do with either rails or
activescaffold. If this sounds scary and hacky to you, that's good,
because it is. Within the Ruby and Rails communities, Ruby doesn't get
nearly as much of a workout under Windows as it does on OSX and Linux,
so solutions to problems that are specific to the OS (or even worse,
to some specific ServicePack or some other update) do not go into the
main source quickly; instead you end up aggregating fixes from across
the web.
