According to "SQL Instant Reference" by Martin Gruber, SQL is pronounce "sequel". And yes, Sequel was an IBM product name for (one of?) their initial relational database product. Much of the development of the relational theory and the SQL language took place in the IBM research labs in the late 60's and early 70's.
