Hi Lori,
In an institution I worked in the past we had a conversation about this (public 
institution). We determined that if employees wish to do so, they cannot use 
university resources, computers or time. As a public institution this 
determination was easy, though. 
I don't recall if it made it's way up to a written policy.

Students and other community members frequently seek the opportunity to raise 
funds for outside entities. These are usually good causes, but we have been 
concerned about giving the impression that the funds are being raised through 
the College.

Does anyone have a policy addressing on-campus fundraising for unrelated 
charities?
