Sorry for the delayed response.  The University of New Mexico briefly addresses 
the topic of donations to outside charities in its policy on 
<http://policy.unm.edu/university-policies/4000/4000.html> 
<http://policy.unm.edu/university-policies/4000/4000.html> allowable and 
unallowable 
expenditures<http://policy.unm.edu/university-policies/4000/4000.html> (see 
below).  This provision serves as placeholder language until we develop a 
fundraising policy, which will address such topics as fundraisers by student 
organizations that are not legal arms of the University.

8. Political and Charitable Contributions

Using University funds to make political contributions to individuals or 
organizations is strictly prohibited.

Charitable contributions to individuals and organizations, including 
non-profits, are generally prohibited.  Such contributions may be allowable 
when they have a University business purpose, are consistent with the 
University's mission, and provide value to the University.  Additionally, the 
contributions may be allowable if they fall within one of the exceptions of the 
so-called Anti-Donation Clause in Article IX, Section 14 of the New Mexico 
Constitution<http://ua.unm.edu/anti-donation.html>.  Under the Anti-Donation 
Clause, the University is generally prohibited from making charitable 
contributions to non-state entities.

Students and other community members frequently seek the opportunity to raise 
funds for outside entities.  These are usually good causes, but we have been 
concerned about giving the impression that the funds are being raised through 
the College.

Does anyone have a policy addressing on-campus fundraising for unrelated 
charities?
