In this particular case, it appeared that we did not have all the terms defined well enough: Classes, enrolled, student. An individual who was on campus participating in a non-credit program applied to live in the residence halls. When the individual was denied, the individual sued. The university lost in court, but the case was determined to be specific and limited to the individual. I am simplifying this for email. After two years of trying to come to some sort of standard definitions, we gave up and decided it was best not to define those items, and to come up with rules based on other standards. Just sharing this as this can have significant consequences. For example, if you define students, and then you offer some sort of service to "students", the two need to match.
