Hi Loren, The University of Washington does not have this type of policy (neither at our Board of Regents level or in state statute - although the UW predates statehood here). We do, however, have faculty codes the must be followed to close a program, school, or college (known as the RCEP, or Reorganization, Consolidation, and Elimination Procedures) and/or to establish a financial emergency.
