I couldn't tell if the gift cards were for employees or non-employees.  We
do not have a separate policy for this as the information is included in
our Hospitality and Special Payments policy and appendix.

For employees, gift certificates/gift cards are only allowed on
nonsponsored public funds and nonsponsored private funds, up to a maximum
of $100, in recognition of performance. All denominations of gift
cards/certificates are taxable.  The only exception is a gift
care/certificate for a specific item of personal property (e.g., a free
t-shirt).

 For non-employees, in recognition to donors, members of governing boards,
volunteers, and University supporters, the maximum is still $100 and the
allowable funds are the same too.
