Hi Lisa,
The financial area at my institution hired in an independent consultant
because they felt that the policy owners were too busy with our upgrade
project.  He worked for about 3 months with the policies and generated
documents that were not in alignment with our writing standards for
policy.  He wanted to change the template (rearrange the sections) and a
few other things that were challenging to me.  He apparently wasn't working
well with the owners either.  Bottom line, he ended his engagement and none
of his work was used.

However, this is one situation.  If engaging a firm or an individual, I
encourage a conversation  in advance as to what will be acceptable.  I did
meet with this consultant, but apparently he didn't like my answers!
