Lisa,

For our research and contracting compliance policies, we had a similar 
situation to the one Michele describes. Very smart and energetic consultant who 
may have provided good operational guidance but nevertheless did not provide 
usable policy material. Same story - he did not have a sense for our policy 
style or focus, and did not see how the policies he was generating would fit in 
with the rest of the Handbook.

That said, I must emphasize this was an SME who was tasked with writing a 
policy. I believe the outcome would have been entirely different if the 
consultant were a policy consultant - one who knew to analyze a policy on 
policies, knew how policies must fit together, and who knew the difference 
between revising and documenting operational processes and details and actually 
writing policies at the institutional level.
