#10 *10. Entertainment Activities:* Employee parties, amusements, or social outings such as birthdays, showers, holidays, etc. are personal expenses. The use of University funds to pay for these events is not an acceptable practice. However, an Executive Officer may approve an entertainment event if it falls within one of the special circumstances below: 1. A University wide celebration with a clear relationship to the academic, strategic business or advancement mission of the institution such as University wide fairs, galas, convocations, groundbreakings or picnics. 2. A retirement reception for an Employee with fifteen or more years of service held on campus and open to the public. Retirement party expenditures should be reasonable. 3. Holiday celebrations at the University, Division, college/school, or library level only. 4. An off-campus event where both non-University guests and University Employees are present (including at a private home or restaurant), if the event expenditures: - Advance a strategic goal of the University, and - Conform to University policies regarding alcohol purchase, and - Are judged to be a prudent use of University resources. Food for business purpose meetings where non-University guests are in attendance is considered “hosting,” and is covered by OU AP&P #208 Business Meals and Hosting Expense <http://wwwp.oakland.edu/policies/business-and-finance/208/index> and OU AP&P #400 Alcoholic Beverages <http://wwwp.oakland.edu/policies/generalgovernance/400/index>. In all cases when University funds are used for any entertainment activity, the payment documentation must include a statement of the business rationale for the event, a list of attendees or type of attendees and original receipts. When possible, such activities should be paid for with non-general funds. ___ Not sure I recommend this policy. The way it has been interpreted, I cannot even host an event for staff members in my department.
