While a bit short on specifics, the University of Washington's Faculty Code 
provides for the "Responsibility for Appointments" in Chapter 24, Section 
24-51<http://www.washington.edu/admin/rules/policies/FCG/FCCH24.html#2451> and 
"Procedure for New Appointments" in Section 24-52 which follows.
