At Taylor's University Malaysia, the classification is mentioned in our Policy 
Development and Control Policy. Hope the following information is useful.


3.1  University Controlled Documents
University controlled documents include the Taylor's University Constitution, 
Quality Manual and all policies, procedures, guidelines and forms. These are 
established to ensure that the University is properly governed, that staff and 
students act responsibly and make informed decisions. The documents form part 
of the Taylor's University Quality Management System, which also serves to 
mitigate potential risks.

Further definitions for each type of document are given below:

3.1.1     Constitution:    The Constitution of Taylor's University established 
in accordance with the Private Higher Educational Institutions Act 1996 (Act 
555).

3.1.2     Quality Manual: This document provides an overview of the 
University's organisation, responsibilities and key processes, together with 
mapping to the specific requirements of the ISO 9001:2008 standards and their 
applicability to educational services.

3.1.3     Policy: A concise, formal and mandatory statement of principles and 
rules, which influence and determine major decisions and actions in a given 
area.

3.1.4     Procedure: Statement of mandatory steps that are required to 
implement an activity in compliance with a policy, to meet its intent.

3.1.5     Guideline: Detailed advice or guidance, describing good practices in 
implementing Taylor's University's policies or procedures.

3.1.6     Form:   A document designed for collecting information, usually to do 
with activities performed or results achieved or for guiding procedural steps 
involved in order to achieve compliance with the policy or procedure or as part 
of the policy and procedure.

3.2        Document Categories
3.2.1     Academic documents refer to policies that encompass the functions and 
powers of the Taylor's University Senate and the procedures, guidelines as well 
as forms that support the implementation of the policies.
3.2.2     Administrative or non-academic documents refer to policies that 
encompass the functions and powers of Taylor's Executive Management Committee 
(EMC) and the procedures, guidelines as well as forms that support the 
implementation of the policies.
3.2.3     Governance related policies refer to academic or administrative 
policies with significant impact on the University, especially in terms of 
strategy, reputation, finance, risk and/or authority, which normally require 
approval by the Taylor's University Council, as advised by the Senate or EMC, 
guided by the Constitution.

Hello everyone.

I hope you are all going to have a good winter break!

I  am looking for various approaches that universities/institutions use to 
classify their different types of governance documents (e.g. rules, policies, 
requirements, whatever), how you distinguish between the various types of 
documents, and how you manage the different types of documents.

If you have such a schema, or know of an institution (public, private, 
university, or business) that does, or even know of scholarly articles that 
analyze such things, I would really appreciate it if you'd send me some 
information on it.  I just had a meeting scheduled for Thursday, Dec 10, for 
which I am to come up with some ideas and recommendations for best practices...
