For the reasons Eunice mention, Cornell does not involve itself in this kind of 
activity.  To make any rules around it would then make it an official 
university activity.  So any collections taken up are at the pleasure of the 
employees, and totally planned by them.

Not that this is helpful, but is how we handle it at Ohio State:

If the funds are running through the University then they would be treated as a 
donation and run through development. If they are not run through the 
University then we do not have any policies govern personal collections.
