Hi John,
I spoke with the Director of the Public Safety Emergency Communication
Center.  The U of M's practice does not include hallways.  He believes that
by law they would not be considered private and there are policies in place
that require our residents to be dressed in public areas. They do have
cameras at the doors of the residence halls.

They just recently create a new policy that addresses who may see in the
information obtained through physical security data.  It's a one off from
your question but I thought you might be interested.
