Ohio State doesn't have such a policy, but I know the issue has come up because 
of the "during the work day" fitness opportunities we offer as a part of our 
health-related incentive plan.  The issue that has come up is that many 
salaried staff have control over their calendars and can attend and earn 
"points" and many hourly staff don't have control over how they come and go 
from their work places and cannot attend such events.
