Great question and thanks for all responses! VCU has one - one time stipend for device with levels of data/phone plan stipend amounts to employees based on job duties (implied expectations of connectivity) and area's budget. We kept police and essential facilities folks on original work issues phones because they have special connectivity in emergency situations - would guess yours would be same/or have same need.
Caveat: has a gap in that it does not cover the security component which is what is getting covered soon...
