Good morning,

The Policy Oversight Workgroup (POW) for UMB has representation from legal,
finance, academic affairs, compliance, and HR. It is a rather small committee
and as we expect the policy owner to really work with individual departments or
schools on the vetting process.

Please find the full membership list on our website:

Greetings, ACUPA:
Hope all is well where you are. It's rather rainy here in Washington, DC today.
Do any of your institutions have an annual flat tuition rate? For example, an
undergraduate student, who is in good financial and academic standing, can take
additional courses over the summer without incurring additional cost provided
they have paid the flat tuition rate for that academic year.

I am also interested in any incentives your intuitions may have to encourage
students to complete their undergraduate degrees in 4 years or sooner. Thanks
much.

Hi Anita,

I hope you're well. The weather is about the same here, although at 48 degrees
it feels like summer for us.

Cornell does not have any such program. Summer session is $1,360 per credit,
no matter what. I'll be interested in hearing if others have a flat tuition
program...

Hi,

UVM does not have a flat tuition, but our summer tuition is discounted from the
academic year which serves as some incentive for students to take classes over
the summer. I am unaware of any direct incentives (other than financial!) for
students to finish in four years. We do offer the same fixed tuition per
semester for students taking from 12-18 credits, so there is some ability for
students with high course loads to finish early.

Hello, Anita!

It's cloudy, but not too cold here in Indiana today. Taking a break from the
rain we've had the last couple days.

At Purdue, we have partial flat-rate tuition. Fall and spring tuition is
charged per credit hour up to 7 credits. For 8 or more, it's a flat rate. In
the summer, the same per-credit rate is charged up to 5 hours, with a flat rate
for students taking 6-9 hours, and then the per-credit rate is added on for any
hours over 9.

You can see the breakdown here:
https://www.purdue.edu/bursar/tuition/feerates/2016-2017/underGraduate/fallSpring.html

I believe some of our scholarships have 4-year incentives associated with them.
There was also a push a couple years ago to add more courses to our summer
offerings, and a Think Summer
campaign<http://www.purdue.edu/thinksummer/index.html> was launched with that.

Good morning,

I am wondering how many of you have policies that govern the establishment of
all 'official' committees at your institution. It would be very useful to know
if such policies are common and what they cover.

Good morning Anita,

Old Dominion University students pay per credit hour on a year-round basis,
including summer. Gone are the days of "getting caught up in the summer" as we
have a pretty robust summer session. There are no financial incentives for
finishing within 4 years, though there may be other types of incentives that
I'm not aware of.

Spring has sprung here and I'm happy for it!

HI Anita,
Here at the University at Buffalo, we have a program called Finish in 4: UB's
Commitment to Your Education<http://advising.buffalo.edu/fif/index.php>.
Here is the link: http://advising.buffalo.edu/fif/index.php
To summarize, Finish in 4 is UB's commitment that if a student takes the Pledge
and fulfills all of the obligations, but still can't graduate in four years, UB
will provide him/her the opportunity to complete the needed courses free of any
tuition and comprehensive fee charges.

Summer classes are billed at the appropriate per credit hour rate plus fees.
Here is a link to UB This Summer<http://ubthissummer.buffalo.edu/>:
http://ubthissummer.buffalo.edu/

Also, here is a link to UB tuition and
fees<http://studentaccounts.buffalo.edu/tuition/index.php>:
http://studentaccounts.buffalo.edu/tuition/index.php
Tuition is charged based on student and residency status as well as type of
program (i.e., undergraduate, graduate, medicine, dentistry, law, pharmacy,
MBA).

Hope this info helps.

We’re also building a more formal process now. I’ve attached our flow
diagram. We have a Policy Advisory Committee, which has broad representation
from across the university. Members provide input on policies that affect them
and ensure that their offices are aware of the policy activities that are under
way. We also have a smaller executive committee, which includes our provost
and other senior leadership, who sign off on any policy to make it final.

Erica,

We have two committees: an executive-level committee, and a department- and
unit-level committee. Neither is an formal approval body; rather they are
advisory and review groups. Their compositions can be seen here, with titles
and positions of members:

I hope this helps,.

Erica,

Our office facilitates the university policy process at Ohio State, and we have
a University Policy Review Committee (UPRC) that serves as a review/advisory
group toward the end of the process.

The UPRC includes all Responsible Office Policy Coordinators, and a
representative from

· Faculty Council

· Legal Affairs

· Wexner Medical Center

· Regional campuses

· Health Sciences

The committee has a standing, 2-hour monthly meeting and typically reviews one
policy in detail at each meeting.

Good luck!

Erica,

The definitions below are taken from our policy on Formulation and Issuance of
Policies (V.C.1)<http://www.purdue.edu/policies/governance/vc1.html>:

University Policy Committee
A committee with membership from key Stakeholder units across the University,
including but not limited to APSAC, CSSAC, faculty, human resources, business
services, information technology and student affairs. Committee members are
tasked with reviewing and commenting on proposed, new or significantly revised
System-Wide Policies during their development. This feedback, at times, may
require the committee member to solicit input from his or her constituent area.
Members are further tasked with communicating the issuance of new or
significantly revised System-Wide Policies and Standards to their constituent
areas upon notification by the UPO. The UPO facilitates the committee’s
meetings.

Executive Policy Review Group (EPRG)
A standing committee of University executives who provide institutional review
of and approve or recommend action on System-Wide Policies. The committee
members are appointed by the President and include the Provost, EVPT,
Chancellors of the Regional Campuses, VPEC, Vice President for Human Resources,
chair of the University Senate and such other individuals as the President may
appoint. The VPEC serves as chair.

Acronyms used above: APSAC (Administrative and Professional Staff Advisory
Committee), CSSAC (Clerical and Service Staff Advisory Committee), UPO
(University Policy Office), EVPT (Executive Vice President and Treasurer), VPEC
(Vice President for Ethics and Compliance).

Thanks
much.
