Our foundation serves as our agent for accepting charitable donations, so their 
responsibilities are incorporated into our policy, which is available here: 
http://www.purdue.edu/policies/business-finance/iib2.html

The "Reason for Policy" section provides some information about the 
history/relationship between the university and the foundation.
