At my institution, we are working on a project to formalize our institutional policy on policies. One of the issues that seems to be tripping some members of our college up are questions of defining the various terms used in our policy on policies (e.g. policy vs. procedure, administrative vs. academic policy, unit-level vs. institutional-level policy, etc.).
