Hi Brenda, My institution deals with this in a way similar to Michele and Minnesota. Regulations are noted with hypertext links to outside sites, and it is the responsibility of the policy owner to ensure that links are current in the policies they own.
Additionally, we attempt, whenever possible, to place all hypertext links (regulations or other) into the "Related Resources" section of our policies, and we strongly discourage links in random places in the text of policies. That way, checking links involves reading only one small section of a policy, and not scouring the whole thing for embedded hypertext links.
