I look forward to seeing if any institution has a policy on Molotov cocktails!  
Looking at events in Charlottesville, much of the issue of carrying torches, 
etc. will fall under public safety and law enforcement considerations as well 
as who is allowed to hold events, demonstrations, etc. on a respective campus 
(which would involve a cross-reference of policies and laws in place).
