Actually with a schema extension you can run the CSE from a 2003 R2 domain.
There is an update for Windows XP and Vista that allows you to use the GPP
on both.

Although for power on XP machines, I've been using the EZ_GPO power tool
since 2001 and have found it to be very stable, so no need to change
anything to GPP just yet here.

Not natively supported but the Feds have had an add in called EZ GPO for
quite some time.

 

You could also employ Group Policy Preferences from Vista/2008 server. You
can run GPP on a downlevel client/domain. This would require a Vista or
Server 08 machine to create and manage the preferences, and the client-side
extensions to be installed on the clients.
