further reading on USN rollbacks clarified my confusion. In the case of a DC
being offline, the other DCs "remember" what the last USN received from the
offline DC is. Outbound replication between the other DCs and the offline DC
would restart at the correct number when the latter comes back online.
In the case of USN rollback, the numbering on the DC in question would revert
(back) to the that from a day, two days, or a week (etc.) before, and any USNs
corresponding to changes made on that DC would not replicate to other DCs
because these other DCs would think they already have them. Outbound
replication would only continue when the USN on the previously offline DC
exceeds the USN that the other DCs have retained as the last one recieved from
that DC.
