This looks like galling I've seen on Purple Toadflax (Linaria purpurea) and Sea 
Beet (Beta maritima). I would assume it is fungal. Is it OK if I pass it on to 
the Plant Gall group?

was like this with the ends all 'flattened' and multi-budded. The
sycamore was growing in a hedge, and was standing about 15 feet high,
with no other trees of that height, and nothing against it. It was just
growing!

Do you know what may cause this please? Glad for any guidance, it
perplexed me, as I've only seen this growth associated with other
species involved e.g. ivy, clematis etc 
etc.
