I totally agree. I didn't mean to imply that fundraising would involve
deciding on spending. However, with limited volunteers, it is possible that
people doing fundraising may end up also having a say in how funds are spent.
That's one of the purpose of a BoD to make sure one person isn't making all
the spending decisions.
