 Just noticed a poor use of language on my part:  When I was using the 
word "advocacy" I was thinking of governments, and not general users.  It 
might be because I hang out with too many bureaucrats these days ;-)

  Advocacy/promotion/marketing/support to a user community is a critical
issue.  Maybe it would suffice if CLUE stuck with that needed support?
