Yes, it is a program with some basic features that should allow you to record within the limits of your sound card. You can also make some "enhancements" If your sound card is the stock one that came with your computer it may not be up to the task. I am no audio expert but I would think a 24 bit card would be the minimum to record at an acceptable quality level.

Try Googling "free audio recorder" and "n-track" (although I'm not sure if N-Track is still free, and it is probably PC only).
