I have not seem the user interface for Premiere Elements, but I am sure you can do the same in PPro. Most of what you probably see are preset templates that the PPro Titler can also do. You just might have to do things a bit more manually in PPro. PPro 1.5 does have a "Presets" section under the Effects tab that will allow you to save effects settings that you can quickly use later. There are a few already there grouped into different folders (Bevel Egdes, Blues, Mosaics, PiPs, Solarizes, and Twirls).
