I got an idea on how to do it... Not necessarily the best way, but I think
this will work...

Hopefully you are talking about one long shoot on a tape with time code from
beginning to end...
Capture the footage in premiere and make a note of the first frame time
code, 
lets say it's 0:02:30 when it starts... 

Bring the captured video to the time line and shift the first frame of the
video to 2:30 and start editing from there!
Keep in mind as you remove things the time code won't stay the same, make
all your cuts first with the 'razor'...
Then you cam remove sections later when you have marked all the edit points.

I have downloaded video footage from mini DV into premiere.
Need to make some cuts, the cues for cuts are given based on the recording
time on the DV.

Is there a way to show this time in Premiere? Any tips on making these cuts
