Tom-- you don't do things the hard way. That's the proper way for Premiere
Pro. However, version 6.5 does not have the motion properties in the effect
control panel. Thus, one must use image panning with v 6.x or earlier.
(Which is a great reason in itself to move up to Premiere Pro!)

Image Panning. I import a still photo, drag it to my timeline, and then in
the Effect Control panel place it on the screen where I want it and the
starting size (using size % )I want it. I then put keyframes at the
beginning of the control timeline with those settings. Then I drag the
control in the Effect panel to the end, and place location and size
keyframes there as well, and change the size % there.
