Find the triangle on the upper right side of the timeline and click on 
it.  It  has two choices, Audio Units and Sequence Zero Point.  Click on 
Audio Units and it'll give you frames again on your timeline.  When 
Audio Units is turned on, your able to zoom in on the timeline to the 
millisecond.  It also effects the how much the current time indicator 
moves when you use the arrow keys on the keyboard.  It is, indeed, a PITA!

The other selection on the timeline menu allows you to change the Zero 
Point of your timeline to any time setting you want.  So, if you want a 
project to start at 1:00:00:00 and you have exactly one minute of 
lead-in, i.e. bars and tone, slate and countdown, then you would change 
the zero point to 0:59:00:00 and your timecode on the timeline should 
read 1:00:00:00 at the first frame of program video.
