as i said...codec...version 5.1 didn't use the DV codec. right? 
version 5.1 was analog. 6.5 uses firewire (DV) to capture. that's the 
main difference. there's even an internal codec change from 6.5 to 
PPro 1.5 which uses the MainConcept DV codec. so say you bring in an 
indeo coded file into premiere and then export DV even without 
effects that's going to take a bit because of the codec change.

so to recap-

rendering is a CPU intensive process.

factors that affect time are codec, frame rate, frame size, effects, 
fades and transitions.

another thing since you did mention...you made an OS change from 98 
to XP. windows XP is a memory hog and is constantly accessing the 
drive, RAM, and the CPU. you may need to go into it and shut some 
things down. go here for more info...
