In the left margin of the timeline window, you'll find all the track control icons. Down in the audio tracks...on a track, click the circle-with-slash icon and select 'show clip keyframes'. A yellow horizontal line appears in the waveform. The P key turns your cursor to a 'set keyframe' mode, then CTRL click points on that yellow line where you'd like keyframes set. Once keyframes are set, (still in P key mode) you click/drag those keyframes to get your 'rubber band' mode. In P key mode, you can also click on the yellow line and move the line, as a segment between two keys (or as an entire line with no keys on it) up/down for amplitude control.
While in P key mode (not its correct name), you can CTRL>click those audio keyframes and a little Bezier handle becomes available for spline-based editing. Hit V key to go back to normal editing cursor mode. Hover your cursor over all the tools in the tools window and you'll see their hotkey assignment. Yes I can use the Audio mixer and it seems to leave "things" on the waveform than can be moved up and down but I want to forget the audio mixer and just use the rubber bands from square one.
