for animated buttons, i found the tutorial here to be very easy and helpful.
http://www.wrigleyvideo.com/videotutorial/tut_encore.htm i've never used Encore before, but was able to be up and making my first menu after watching two of the tutorials. i just did this last week. my only other experience w/ menu was Sonic MyDVD v4.0 which came free w/ my dvd burner. MyDVD was easy to use and straight forward. Encore, of course, required a bit more input to get it to work, but the theory and process is similar to MyDVD, except you just have to manually input a lot of settings. i still haven't researched on how to make an animated background, but i'm guessing i would need an animated background first, then import that in as background. chances are, i would have to buy this background from a third party, b/c i'm not finding it in Encore.
