Don't know if this would affect it-- DV is usually lower field first (NTSC), and beta SP is upper field first, if memory serves correct. Perhaps they are describing interlace lines that have reversed field dominance? Maybe there's less motion in the second half of the spot, so it's less noticeable?
This is probably not the cause, though--if they're lines are only red and running across the entire screen.
