Okay, this is a dangerous statement. At equal bitrates, the quality is the
same. But, one could argue that the point behind VBR is that you *don't*
have to use equal bitrates. (This would be like setting the high, low, and
target bitrate of VBR at the same rate, in effect making it CBR.)
Pragmatically speaking, VBR is better overall quality, simply because you
can squeeze a higher picture quality out of the same given amount of disc
space.
