Hi Sam,
    Are you counting software in your budget or just the computer?
There's several options for pre-built computers for video editing. Try
checking out the HP xw-6000-9000 series computers on their site. If
you feel comfortable buiding your own I can give you the parts list I
used to build my home editor. It's a dual 2.8 ghz Xeon, intel E7525
chipset (I could list all the motherboard features, but that's just to
much), 200 GB hard drive, basically everything except the monitor. Did
it for under $1400 last year, so I imagine it's less expensive now.
Don't know what kind of fllxibility you have. I teach a night class at
a local state university and they make us order equipment through some
pretty messed up channels. I picked everythting up form newegg.com.

p.s. make sure you have a video card with a monitor out for viewing
externally on a tv (or ntsc monitor).
