The only Editing program I'm aware of that let's you edit to measures 
and beats is Sony Vegas (unless this has been added to Premiere Pro 2 
(are you listening Adobe?) and I'm not aware of it).  My degree is in 
Music and much of what I do revolves around music, The thought of this 
appeals to me very much, but I have no interest in moving from Premiere, 
which I have been using for many years, and through many versions.  
However, if you could get access to Vegas, and use it only for this 
section that you need the BPM on the timeline, it may be worth your while. 

To see the waveform on the timeline, click the track expansion arrow 
(whatever it's called)  to the left of the track name, and this will 
shaw the wave form.  You didn't mention what version you're running, but 
in Pro2 you can grab the bottom of the track (under the track title) and 
stretch it vertically to see more detail.  You may have been able to do 
this in Pro 1 or 1.5 as well, but I never tried.
