Hi Matthew, I've experienced this before, and unfortunately, cameras sometimes have trouble rewinding to the very beginning of the tape as they attempt to "pre-roll" before the desired in point. (I know it's too late now, but for future use-- always have plenty of lead time at the head of every tape!)
There's a couple of things you can do: 1. Try to manually rewind the tape as far as possible. Sometimes these hard to get timecodes can only be captured one at a time-- even if still using the batch function. 2. Check to see your amount of pre-roll time. Sometimes this is camera dependent, but there's also a setting in Premiere Pro that allows you to specify a shorter or longer pre-roll time. Try setting it shorter, and hopefully Premiere won't try to rewind the camera as far. Good luck.
