Jon,

A clip doesn't "need" any pre roll time, but it's definitely best to 
have extra audio room noise available at both ends of a clip.  If your 
audio suddenly starts, there will probably be a drastic change in the 
ambient background sounds & that can be very noticeable.  It's 
definitely best to be able to fade up the volume over about 3 seconds 
before your video clip starts.
