Matt, What you need to do is to create a black video for 10 minutes. Append it at the very end of the DVD chapter. But do not create any chapter mark that points to that black video
After burning is done, flip the disc. At the outer edge of the disc where you can tell the shade is different, use a cutter or screw driver to make some mark on it. Then the disc can be played back no problem. But it will get a disc error if someone is trying to make a complete copy of the disc.
