Premiere has basic DVD authoring capabilities, but is *NOT* a fully-featured DVD authoring program.
Anything you see on a Hollywood DVD can be done with Encore. (From "first play videos" to advanced menu navigation, etc.) Premiere basically allows you to add 1 menu and 1 submenu, and then return to the main menu. That's about it. Photoshop is an image editing application that works with both Premiere and Encore.
