Well, keep in mind that Adobe has always angled Premiere has a video editor.
*Not* a DVD authoring application. I'm not saying that is right, that's just
what is factual. Similarly, with 2.0 Adobe targeted higher-end users with
the production bundle. So those who need more keyframing and masking
capabilities should use After Effects. Those needing more audio capabilities
should use Audition. If you need better title abilities, use Photoshop. And,
those needing more DVD capabilities should use Encore.
Adobe positions Premiere not to be the catch-all application -- but a single
cog in the machine of the entire production bundle. So, yes... If you have
the production bundle, then you have dual-layer capability via Encore. And,
again I'm not saying this is right, just helping you to understand the Adobe
mindframe.
The next version of Premiere will support Blue-Ray DVD, and Encore is being
bundled as part of the Premiere platform, so this will all become moot
anyway. But remember that dual-layer didn't hit the market until late 2004,
and those were the earliest of units. The Premiere beta cycle was already
in full swing by that time, since they released version 2.0 in 2005. At the
time that they locked the features for release, dual-layer was not in the
domain of the majority of users. So instead they parlayed that function to
Encore.
