I've got HFX Silver v4.5.8. I bought the original many years ago for an earlier editing system. When I got Premiere 4 years ago, I just did an internet search on advice to get it working. At some point Pinnacle took it over, and then abandoned it. I'm not sure of the exact steps, but roughly, you'd install it as normal, then copy the .prm file from it's plugin directory into the PPro plugin directory. So I have fx-5Hfx4SLV.prm in the PPRo plugin directory. A quick search this morning shows that it's very hit and miss, and so it might be a risk to buy. To be honest, 99% of the moves are very cheesy, and I'd never touch them. There's just one or two that are useful. Mainly I use Boris FX.
